Confusion at SFO

There is an uneasy calm at the Serious Fraud Office due to the refusal of Theophilus Cudjoe, who has been relieved of his position to leave office after serving in an acting capacity for a record period of five years, according to sources close to the SFO.
By this development, the swearing-in of the newly appointed Executive Director, Francis Sowah, which was scheduled to take place Monday, has been called off.
Information reaching The Statesman indicates that the Board of the SFO is not too happy with this new development, and are doing everything possible to remedy the situation.
In a letter written to the now defunct Acting Director dated October 9, 2006 and signed by the Board Chairman, Justice (Rtd) N Y B Adade, which The Statesman stumbled upon, the board has ordered Mr Cudjoe to desist from holding himself as the Acting Executive Director. "Your functional position as an acting Executive Director is hereby frozen, and you immediately cease to have the capacity to perform any function as Ag Executive Director?, the letter stated.
As part of the interim measures to run the office, due to the vacuum created by the inability of Dr Sowah to be sworn in, the position of Executive Director will be temporarily taken over by the board.
In this regard, Tetteh Mensah (Assistant Director in charge of Investigations) has been appointed as the linkman between the board and the workplace.
The letter further stated: "If any matter should arise which would have needed your attention as acting Executive Director, you are hereby directed to refer such matters to Mr Tetteh Mensah, who in turn will refer them to me for directions. Alternatively, you may refer such matters directly to me".
Continuing the letter the board chairman stated: "This directive, affects inter alia all matters relating to correspondence, capacity to sign cheques, and the running of the office of the acting Executive Director.
You will be advised to spend the time between now and the assumption of duty by Dr Sowah, to prepare your handing over notes, so that too much time will not be lost in stabilising the situation soon after the swearing in".
Copies of the letter were sent to all board members, Mr Mensah, the Head of Legal and Prosecution, Head of Finance, and Head of Security, all of the SFO.
Sources at the SFO, told The Statesman that Mr Theophilus Cudjoe has been seriously scheming for the withdrawal of the letters debarring him from holding himself as the acting Executive Director, and also to be appointed Deputy Executive Director for a 6 month period.
According to our source, this can not be done. "It is impossible", he added.
